Interesting, the drivers here in Vegas suck so I found a way to get even.

Nevada like some states require smog checks. They have a web page to report a smoking vehicle here- https://dmvapp.state.nv.us/smoke_report/smoke_rpt_info.aspx

For the drivers who suck, I will write down the required information, input it into the form over a couple of days and that person will be required to take time out of their day and pay for a smog check.
