what I saw was him deliberately pull out in front of the wheelie rider with what may be for some ungodly reason of thinking that the bike would be able to stop before t-boning the car and he could try and bust him for something. Drunk riding? maybe reckless driving but drunk?

that vid does leave more questions than answers.

it looks like someone was standing next to the cop car before they turned the camera down the street to the bikes. maybe he was talking to someone and pulled out in front of the bikes.

it would be fucked up if he pulled out just because he was doing a wheelie.
